It would make sense that the send to Encore function would still be present. I don't know about the standalone Premiere Pro CS5 / Encore CS5 package. But, I know that Photoshop and After Effects can only use Dynamic Link if you have the suite, not as standalone products. I have CS5 Production Premium and Dynamic Link is included in the suite and works well. I'm not sure if Dynamic Link is available if you only have Premiere Pro CS5 and Encore CS5. You could add the Encore chapter markers in Premiere Pro then use "File > Adobe Dynamic Link > Send To Encore" to open an Encore project with the selected sequence, timeline, and chapter markers already present without having to render an intermediate video file. Adobe introduced dynamic link in Premiere Pro CS4 which made the process even easier. When Adobe began bundling Encore with Premiere Pro CS3, they removed the dvd creation options from Premiere Pro and relied on Encore to create both autoplay and menued dvds.
